PUBLIC LANDS COUNCIL POLICY IS DEVELOPED THROUGH A GRASSROOTS PROCESS, WHERE PERMITTEES WORK WITHIN THEIR STATE PUBLIC LANDS COUNCILS OR COMMITTEES TO DEVELOP POLICY THAT SPEAKS TO THEIR LOCAL ISSUES.
Affiliates and voting delegates are able to bring policy from the states to the national Public Lands Council, where committees consider the proposals, discuss, and make recommendations to the larger PLC voting body. Policies recommended by the committees are then considered and debated by the voting delegates during the General Business Meeting each year at the annual meeting. Each state is allotted four voting delegates to represent their state during the General Business Meeting. These individuals are responsible for representing the perspective of their respective affiliate.
